Emmer, Soto Reintroduce Legislation to Clarify ‘Money Transmitter’ Designation

5 years 2 months ago

U.S. Representatives Tom Emmer (R-Minn.) and Darren Soto (D-Fla.) have reintroduced legislation designed to mitigate proposed Financial Action Task Force (FATF) guidance that they believe would stifle blockchain innovation.

  • The Blockchain Regulatory Certainty Act has been reintroduced to “remedy concerning” proposed guidance, according to an announcement Tuesday.
  • The concerns center on blockchain developers and service providers such as miners having to register as money transmitters, which Emmer believes should not be the case as they “never custody consumer funds.”
  • “Blockchain service providers need clear rules of the road to be able to develop and invest in the United States, and this clarity is more necessary than ever as the FATF tries to encapsulate more non-custodial blockchain developers in the money transmission system,” Emmer said.
  • Rep. Soto described the legislation as “extremely timely,” given the recent infrastructure bill discussion in Congress. One provision of the infrastructure bill expands the definition of a “broker,” leading to concerns the Internal Revenue Service might seek to impose broker information reporting requirements on non-broker entities such as miners.
  • In July, Emmer re-introduced a separate bill, the Securities Clarity Act, that would treat digital assets as commodities, not securities, meaning startups would be free to sell and trade cryptocurrencies without having to worry about registering them as securities with the Securities and Exchange Commission (SEC).

BitMEX, Deribit Tap Shyft Network for FATF ‘Travel Rule’ Solution

5 years 2 months ago

Cryptocurrency compliance platform Shyft has onboarded two more major exchanges, BitMEX and Deribit, as it begins a phased deployment of its decentralized approach to anti-money laundering rules from the Financial Action Task Force (FATF).

Shyft’s Veriscope solution, which uses blockchain smart contracts to identify exchange addresses and privately share know-your-customer (KYC) data, is also collaborating with Binance, Bitfinex, Tether, Huobi and 30 or so other virtual asset service providers (VASPs).

The FATF’s “Travel Rule” guidance requires that financial services firms, including VASPs, exchange personally identifiable information (PII) about customers sending and receiving funds over a certain amount in a bid to counter money laundering and terrorist financing.

Related: Emmer, Soto Reintroduce Legislation to Clarify ‘Money Transmitter’ Designation

There are a number of approaches to solving the “Travel Rule” for pseudonymous-by-design cryptocurrency transactions: some are focused on one region or jurisdiction, some use centralized databases.

Shyft is focused on a decentralized approach using smart contracts to create a global attestation layer. Around a year and a half ago, the network formed a governance group and task force, which included around 20 exchanges, and which was chaired by Rick McDonell, former executive secretary to the FATF.

Joseph Weinberg, Shyft Network’s co-founder, said client integrations will happen over the next four to six months with deeper cross-jurisdictional testing also happening at the end of this year.

“We launched Shyft on mainnet over the last month and a half, and of course regulations have started, let’s call it, accelerating,” said Weinberg in an interview. “So these exchanges will all act together as the first cohort to start integrating and testing across each other in a live environment.”

Weinberg said adding the largest crypto options exchange in Deribit was another network effect builder, and that BitMEX being added reinforces the stamp of approval from its chief compliance officer Malcolm Wright, an expert in the challenges posed by grafting the “Travel Rule” onto crypto.

“This was no easy task as there are a number of technical challenges to doing so – particularly discovery of who a counterparty VASP is to a transaction,” Wright said in a statement. “The Veriscope solution provides for an answer to this problem that causes the least customer friction, whilst at the same time respecting data privacy, data consent, and security to the greatest extent.”

Steve Aoki Has Secured Funding to Pilot His NFT TV Show

5 years 2 months ago

DJ Steve Aoki is doubling down on his stop-motion short “Dominion X” after the non-fungible token (NFT) project’s near-instant sellout earlier this month.

The festival staple has secured financing for a “proper pilot” episode of his trippy, music-infused collaboration with Stoopid Buddy Stoodios, the Seth Green production company best known for Robot Chicken, according to his publicist Mike Jones. He declined to provide details of the financing.

“The enthusiasm around the initial sale gave us the confidence to secure financing for a proper pilot,” Jones said. “Dominion X” sold 500 NFTs in 30 seconds earlier this month, emboldening Aoki on his NFT trip’s silver-screen potential.

Related: AUDIO Market Cap Surges Past $1B After TikTok-Audius Partnership News

Investing in a pilot episode does not guarantee success for “Dominion X”; a distributor like Fox or Netflix would still have to buy the rights, and that’s hardly assured. But it’s the first step on the road to broadcast, and it comes as networks like Fox place nine-figure bets on the intersection of NFTs and television.

Aoki told CoinDesk he wholeheartedly believes that NFTs will be a “part of culture” within five years – TV culture included. Against that backdrop, the self-described “speculator” would naturally try to get a piece of the early action.

What makes a TV show an “NFT show” is far from clear; “Dominion X” is just one of two to make waves this month. The other, a star-studded animated series called “Stoner Cats,” can only be viewed by people who buy associated NFTs.

By contrast, the “level 1” of “Dominion X” can be watched by anyone with an internet connection. Its 500 NFTs are splices of the episode, not keys to the castle. Selling them on Nifty Gateway turned a quick but modest buck – Jones said it “barely covered” production costs.

Related: TikTok Picks Streaming Service Audius to Power New ‘Sounds’ Library

“Ultimately the goal wasn’t to finance a television show as much as it was to show that there’s a market for original IP on the blockchain,” Jones said.

The first episode of Aoki’s super-meta metaverse show would certainly qualify as original blockchain IP: It’s basically an NFT of an NFT. (Aoki debuted the star character of “Dominion X” in his March NFT collaboration “Dream Catcher” with digital artist Antoni Tudisco.)

“Dream Catcher” made millions as it showcased how Aoki’s star power (and more than a hint of market froth) could turn digital art into unusually large artist paydays. Its follow-up, an online-only TV episode, wasn’t trying to top that so much as show the idea had legs.

The market responded with a load of fast cash on Aug. 2. Packs containing one of 10 scenes sold out within 30 seconds on Nifty, said Adam Bauer, a representative for Ether Cards, the startup that minted NFTs of the three-minute short.

Owners traded over $50,000 worth of “Dominion X” NFTs in the week that followed, Jones said, generating more revenue for Aoki and his team. That’s because the NFT smart contract takes a hard-coded 10% cut of every sale on the secondary market.

He’s hoping to “exponentially” goose those sales with the upcoming rollout of “collectors rewards” that make the lot more appealing, in part by making each NFT more interactive.

“Everyone in this space is always thinking about how to level up, how to keep adding more utility,” Aoki told CoinDesk during a sidebar at Chicago’s Lollapalooza earlier this month.

Holders will be able to exchange Dominion NFTs for un-minted scenes, according to Ether Cards. And the buyer of the 1-of-1 NFT will be listed as “Dominion X” co-producer if the show ever gets made.

Bitcoin Rangebound Near $50K Resistance; Support at $40K

5 years 2 months ago

Bitcoin (BTC) is stuck in a sideways range as the short-squeeze rally takes a breather. Buyers could start to take profits ahead of the $50,000 resistance level, although support around $40,000-$42,000 could stabilize a pullback.

The world’s largest cryptocurrency by market value was trading around $46,900 at press time and is roughly flat over the past week.

  • The relative strength index (RSI) on the daily chart is declining from overbought levels, which typically precede price pullbacks. The RSI has a slight negative divergence with price as upside momentum wanes.
  • Bitcoin is trading around the 200-day moving average and will need to break out of a short-term range to resume the uptrend.
  • Support is seen around the top of the prior two-month consolidation phase between $40,000 and $42,000. A successful re-test of these levels could yield further upside towards $50,000 and $55,000.

Eqonex Launches Peer-to-Peer Crypto Lending Marketplace for Institutions

5 years 2 months ago

Blockchain services firm Eqonex Group (formerly Diginex) has launched a peer-to-peer crypto lending marketplace using automated protocols.

Eqonex is targeting institutions that want more transparency than the over-the-counter (OTC) market provides but also don’t trust decentralized finance (DeFi) protocols that suffer from flash loans and hacks, said Charlie Beach, Eqonex Chief Risk Officer and head of lending.

The institutional lending market is dominated by OTC desks that lack transparency over the interest rates charged on loans, Beach said.

Related: Ethereum and DeFi, Not Bitcoin, Boosting Genesis’ Lending

“You’ve got a large number of firms that are operating through a fairly small number of dominant players like a bit of an oligopoly,” Beach said.

Several firms use loans to support trading strategies, and others use them to obtain working capital, such as bitcoin miners who want to keep their coins when bitcoin’s price is low, Beach added.

“If you look back to the reasons why people lend and borrow in the repo [repurchase agreement] or securities lending market, you’ll see some of the same use cases in crypto markets,” Beach said.

Crypto lending is a phenomenon that could potentially improve liquidity and price discovery for crypto assets. but it also has introduced systemic risks into the market. Eqonex will not be rehypothecating collateral and will charge a 1.3% fee annually, Beach added. (Rehypothecation is a practice whereby banks and brokers use, for their own purposes, assets that have been posted as collateral by their clients instead of keeping that collateral in cold storage.)

Related: Sense Finance Raises $5.2M to Bring Yield Trading to DeFi

Most loans that Eqonex plans to extend would probably be in the $1 million to $5 million or $5 million to $20 million range, Beach added.

“The range of the pipeline ranges from the low millions, probably the largest discussion has been around a $300 million 3-year loan,” Beach said. “We’re seeing anything going out from a month to six months, but potentially even going out two to three years in the larger terms.”

Eqonex also plans to overcollateralize all loans on the platform.

“So, for example, a USDC loan backed by BTC would have an initial margin of 140% and the margin call would kick in at 120%,” Beach said. “A significant portion of the market is looking for that sort of safe type of product. Because an increasing number of loans in the market are less than 100% collateral basis or even zero collateral.”

Eqonex’s automated system also manages collateral, putting it in cold storage as soon as the principal of the loan is extended to the borrower. If the value of collateral hits the margin floor, then the platform automatically issues a margin call, Beach added. Borrowers have a 12-hour margin call window.

Eqonex extends on loans based on the amount of collateral that borrowers post and relies on its know-your-customer onboarding process to weed out non-credit-worthy institutions.

Having loans overcollateralized and not rehypothecating collateral will increase the comfort that institutions have with Eqonex’s lending platform, said Unchained Capital CEO Joseph Kelly who has no ties to Eqonex.

“Peer-to-peer marketplaces also tend to be challenged by consumer lending laws and consumer protection stuff, so it is easier to serve institutions with a peer-to-peer marketplace,” Kelly said.

Clients do not need to pre-fund loans or hold deposits on the platform. When a loan is matched, settlement instructions are automatically sent to the lender to send principal and to the borrower to send collateral. When both of these hit the platform, the principal is automatically sent to the borrower and the collateral into custody at Digivault, Eqonex’s custodian, which is registered with the U.K.’s Financial Conduct Authority (FCA)

That automated workflow is “supported by our own lending ops team who are there to make sure that clients have received notifications to minimize the chances of them being liquidated,” Beach said. In the case of liquidation, Eqonex sells into the market either on exchanges, like Eqonex, or OTC liquidity providers.

Eqonex aims to have a loan book in the “hundreds of millions” by next year, Beach added. The peer-to-peer lending platform will be plugged into a prime services offering in the future, he said.

“There’s an increasing number of organizations that are keen to get involved in the crypto lending space,” Beach said. “You’re seeing everything from traditional banks that are forward thinking and interested in getting into crypto. You’re also seeing interest on the borrow and lend side from corporate treasuries.”

Operator of South Korea’s Largest Exchange Rolls Out ‘Travel Rule’ Solution in Singapore

5 years 2 months ago

The operator of South Korea’s largest exchange by trading volume is reportedly rolling out an anti-money laundering solution to help appease financial regulators.

Blockchain technology research arm, Lamda 256, of cryptocurrency exchange Upbit’s operator Dunamu has launched its VerfiyVASP solution for its exchange trading activity in Singapore.

Meanwhile, South Korea will see Dunamu’s “travel rule” solution rolled out for Upbit next month, according to a report by The Korea Herald on Tuesday.

The rule, which went into effect in 2019, applies to all virtual asset service providers (VASPs) and is enforced by the Financial Action Task Force (FATF) an intergovernmental anti-money laundering watchdog. It requires crypto companies to share personally identifiable information for transactions above a certain amount.

VASPs within the industry such as crypto exchanges, wallet providers, and financial service providers need to report on transactions above $3,000 in the U.S. and €1,000 in Europe.

On the advice of the FATF, South Korea’s Financial Services Commission introduced its own anti-money laundering safeguards on March 25.

In June, Upbit, Bithumb, Coinone and Korbit engaged in a joint venture to develop a solution for the travel rule. A month later Dunamu opted out in fear of regulators anticipating the move as industry collusion, per the report.

Bitcoin Showing Signs of ‘Short-Term Fatigue’ Near $50K Ahead of Possible Continuation

5 years 2 months ago

Bitcoin failed to break the $50,000 price tag during weekend trading and is beginning to flag signs of profit-taking in the short term.

The world’s largest crypto by market cap is down 2.5% over a 24-hour period and is currently changing hands for around $45,892, CoinDesk data shows.

Still, bitcoin is up 56% in year-to-date returns courtesy of a strong showing by bullish traders throughout the first half of August which saw prices rise from $38,000 on Aug. 4 to around $48,190 on Saturday.

“The price has rebounded strongly now, but this upward move is showing some signs of short-term fatigue,” said Simon Peters, market analyst at trading platform eToro. “We could see a small retracement down to lower prices before the prevailing trend reasserts itself.”

Low levels of daily trading volume persist as bitcoin struggles to edge higher while short positions are building, according to Datamish data, pointing toward a return to lower supports near $44,000.

“Even though the trend has flipped bullish, a pullback is to be expected before continuation,” said Marcus Sotiriou, sales trader at U.K.-based digital asset brokerage firm GlobalBlock. “This is because there has been declining volume with an increase in price, as well as a bearish divergence in the RSI indicator on the daily time frame.”

Other notable cryptos in the top 20 by market capitalization over a 24-hour period are mixed with polkadot, solana and terra posting the highest gains while ether, XRP, and stellar have shed the most over the same period.

The Shenzhen branch of the People’s Bank of China plans to “promptly clean up and rectify” 11 companies for providing illicit crypto trading activities, state-owned Shanghai Securities Journal reported today.

  • “Rectification” is often used in China to mean that authorities are bringing companies in line with regulation. It has been widely used in the past year’s crackdown on tech companies, notably in the case of Ant Group.
  • The central office of the PBoC is resolute on keeping “high pressure” on the crypto trading industry, according to a meeting held earlier in August.
  • The PBoC branch has already completed the rectification of a “well-known domestic financial website” providing foreign exchange deposits, and dealt with eight reports of online forex and cross-border stock trading services, the report said.
  • Chinese authorities started a crackdown on crypto mining in May, after the country’s State Council, its cabinet of ministers, issued a notice.

Bitfarms Increases Revenues by Almost 400% in Q2

5 years 2 months ago

Canada-based bitcoin mining company Bitfarms reported Monday that its sales grew 396% year-over-year to $36.7 million in the second quarter. It recorded an operating loss of $2.1 million and a net loss of $3.7 million for the quarter.

  • Shares of Bitfarms were up 0.5% to $6.42 in after-hours trading on Monday following the release of its earnings. Shares are up almost 240% year to date as China has cracked down on crypto mining and the price of bitcoin has increased significantly.
  • The company mined 759 bitcoin in Q2 with an average cost of approximately $9,000 per Bitcoin, and held 1,293 bitcoin valued at $35,057 each, or approximately $45.3 million, as of June 30, 2021.
  • Bitfarms’ average cost of production per bitcoin to $9,000 for the quarter compared to $5,075 for the prior year quarter reflected the May 2020 halving event and expenses related to third-party hosting, offset by the benefit from operating efficiencies.
  • “The second quarter of 2021 was a pivotal one for our company,” said Emiliano Grodzki, Bitfarms’ CEO. “From the beginning of 2021 through the end of 2022, we expect to have increased our capacity eight- fold and have expanded our geographic resources throughout North and South America while continuing to pursue opportunities elsewhere.”
  • Grodzki added that “further, while the price of Bitcoin continues to fluctuate, the current market is favorable to our global operation with the ban on crypto mining in China and the resultant shutdown of almost one-half of the network hash rate, allowing us to increase our market share to just above 1.5% from less than 1.0% at the beginning of the year.”

Market Wrap: Bitcoin Rally Expected to Pause

5 years 2 months ago

Bitcoin traded in a choppy range on Monday as buyers appear to be exhausted ahead of the $50,000 resistance level. The cryptocurrency was trading at around $46,000 at press time and is roughly flat over the past 24 hours.

On Monday, the total crypto market cap surpassed $2 trillion for the first time since mid-May, according to CoinMarketCap data. Ether and cardano are standouts in the recent crypto rally,  with strong rallies month to date, rising 26% and 62% respectively, compared with a 16% rise in bitcoin during the same period. XRP is also up 70% so far this month.

The rapid rise in crypto prices has some analysts expecting a pause. Katie Stockton, managing director of Fairlead Strategies, highlighted signs of upside exhaustion in bitcoin in her Monday newsletter.

Upside exhaustion signals could “support a brief period of consolidation as gains are digested and short-term overbought conditions are relieved,” Stockton wrote.

“Even though the trend has flipped bullish, a pullback is to be expected before continuation. This is because there has been declining volume with an increase in price,” Marcus Sotiriou, a trader at the U.K.-based digital-asset broker GlobalBlock, wrote in an email to CoinDesk.

Poly Network Hack Not Over as Attacker Prolongs Return of Funds

5 years 2 months ago

The Poly Network cyberattack saga has dragged into its second week with the hacker or hackers yet to provide the key for the multi-signature wallet needed to complete the full return of the roughly $600 million that was stolen, with the exception of the $33 million worth of the stablecoin USDT that was frozen by Tether.

  • China-based Poly Network had previously offered $500,000 to the attacker or attackers as a reward for returning the money taken on the Binance Smart Chain (BSC), Ethereum and Polygon platforms in what is likely the largest-ever hack of a decentralized finance (DeFi) site.
  • The hack or hackers acknowledged receiving the offer and initially said they had declined it, but had instead begun (and eventually completed) returning the stolen funds to a multi-signature wallet set up by Poly Network. The hacker or hackers haven’t turned over the final key for the wallet, though.
  • In a message posted to the Ethereum blockchain at 1:45 p.m. UTC on Monday, the attacker, who the Poly Network is calling “Mr. White Hat” but who some others doubt is a true white hat hacker, said that they were considering taking the bounty and using it to reward anyone else who can hack the cross-chain platform. A “white hat” attacker is one who tries to exploit vulnerabilities in a protocol to help expose and ultimately fix bugs or loopholes in the underlying code.
  • ”MONEY MEANS LITTLE TO ME, SOME PEOPLE ARE PAID TO HACK, I WOULD RATHER PAY FOR THE FUN,” the attacker or attackers wrote. “IF THE POLY DON’T GIVE THE IMAGINARY BOUNTY, AS EVERYBODY EXPECTS, I HAVE WELL ENOUGH BUDGET TO LET THE SHOW GO ON.”
  • ”I TRUST SOME OF THEIR CODE, I WOULD PRAISE THE OVERALL DESIGN OF THE PROJECT, BUT I NEVER TRUST THE WHOLE POLY TEAM,” the attacker added.
  • ”I WILL PROVIDE THE FINAL KEY WHEN _EVERYONE_ IS READY. MY IDEA IS NOT CHANGED, BUT I DO WORRY IT MIGHT BE AN ENDLESS WAR. SO I MIGHT RELEASE IT EARLIER AS LONG IF THE COMMUNITY UNDERSTANDS EVERYTHING.”

Reps. Patrick McHenry (R-N.C.) and Glenn Thompson (R-Pa.) said Securities and Exchange Commission Chair Gary Gensler’s recent comments on increasing crypto regulation, and a letter Gensler sent Sen. Elizabeth Warren (D-Mass.) that the SEC needs more authority to regulate cryptocurrency, provide a “concerning roadmap for regulatory actions that will have long-term implications.”

  • In an open letter to Gensler and acting Commodity Futures Trading Commission Chairman Rostin Behnam, the congressmen said that “rather than regulate innovation and job creation out of this country, we should promote an active dialogue between regulators and market participants.” The two noted that this is the goal of H.R. 1602, the Eliminate Barriers to Innovation Act of 2021, which passed the U.S. House of Representatives in April.
  • The 2021 act requires the SEC and the CFTC to establish a joint Working Group on Digital Assets with market participants, organizations involved in academic research and investor protection organizations, among others.
  • The two said that lawmakers and regulators should work together to balance protecting innovation with any new regulations to “ensure the digital asset marketplace flourishes in the United States.”
  • They called on Gensler, Behnam and their fellow commissioners to provide details on how the SEC and CFTC plan to work together on these issues.

Which Universities Are the Best for Blockchain?

5 years 2 months ago

Universities have historically been central to getting new industries off the ground. Stanford was instrumental in the rise of Silicon Valley, and the MIT has helped birth thousands of tech startups, from artificial intelligence to aerospace.

What role will universities play in the development of blockchain technology? Will they be as pivotal as before, or will the cryptocurrency industry, by nature distrustful of institutions and central authorities, develop its own academic methods and learning approaches?

CoinDesk is keen to track how universities are doing when it comes to blockchain education across courses, employment outcomes, student services and research. In October 2020, we published our first ranking of the top 20 U.S. schools for getting an education in blockchain (MIT, Cornell University and the University of California, Berkeley were the top three).

This year, we’re going further, analyzing 200 schools in the U.S. and internationally and adding ranking categories.

To identify the best schools, we need your help. We’re asking students, practicing academics and industry stakeholders to give their opinions in the survey below.

Don’t worry, it doesn’t take long. You can choose between a quick one-minute questionnaire and a deeper five-minute one. And you’ll be doing a valuable service: Our goal in tracking and comparing what universities are doing on blockchain education and research is to improve overall standards – and, in turn, the entire industry.

We’ve seen plenty of blockchain startups emerge from universities already, including Ava Labs from Cornell and Algorand from MIT. Most leading schools now offer classes in blockchain subjects. Some have built research centers, hired specialist faculty and sanctioned student clubs.

The big question is whether universities can remain relevant to such as a fast-moving industry. Many in crypto are suspicious of institutions and credentialism, favoring self-education, online innovation and community-based approaches. Universities themselves have to come to grips with this decentralization of information. Let’s see how well they’re up to the test.

If you are a faculty or staff member at an accredited university and you are concerned that your school will not be represented in our rankings, please reach out to joe.lautzenhiser [at] coindesk.com. If we are not currently collecting data on your school, you will have the opportunity to provide data and place your school under consideration. Student emails will not be answered.

TikTok Picks Streaming Service Audius to Power New ‘Sounds’ Library

5 years 2 months ago

Audius, a music streaming platform based on the Ethereum and Solana blockchains, is partnering with TikTok on the video-sharing app’s new “TikTok Sounds” library.

The partnership is the first of its kind for TikTok, and aims to streamline TikTok’s current music upload and selection process. Audius users are now able to simply upload tracks and share them to TikTok, which Audius’s founders say takes less than a minute.

Audius is the first streaming platform to allow direct sharing to TikTok, in a small coup for a music platform that only recently crossed the 5-million-user mark.

An Audius spokesperson told CoinDesk that Roneil Rumburg and Forrest Browning, the platform’s founders, are “close with a few folks at TikTok and leaned on those prior friendships” as they went about partnering with the buzzy social platform.

“We’re proud to be one of the earliest launch partners for TikTok Sounds and to give the artists on Audius a chance to increase their exposure even more,” Browning said in a press statement.

Audius, which was founded in 2018, is now the largest decentralized consumer blockchain application, by some metrics. The platform boasts a roster of over 100,000 musicians including Skrillex and deadmau5.

In July, Audius announced a partnership with the Solana Creator Fund to attract new artists to its platform.

“Alongside our efforts with Solana to support creators entering the space, the TikTok integration increases the funnel of potential creators who can discover [Web 3] and crypto more broadly,” Rumburg told CoinDesk via email.

Like TikTok, Audius does not currently pay royalties to artists using the platform to stream music but offers a platform to engage with fans and find listeners. TikTok, which now has over 1 billion monthly users, reported that 75% of its U.S. users find new artists via TikTok videos.

“A very big step forward with this new feature,” said Guy Lawrence of Disclosure, an EDM duo that uses Audius to stream music. “Having the ability to share my uploads straight from Audius to TikTok is a real time saver.”

The TikTok sharing feature went live on Monday for all Audius users.
